Jennifer:
From one piece of field research of a few years ago, I was surprised to
find reversed the usual assumption - mine at the time included - that urban
disaster impacts were greatest. Rural housing destruction and homelessness
was much greater in Sri Lanka after a severe cyclone than was the urban.
This is not the kind of response you are seeking, but unless the World
Disaster Report is to include a comparable chapter on rural coping
strategies, the required assumption of the chapter to which you refer may
serve to deny, or maybe detract from, resources for rural disaster needs
and strategies.
See "Vulnerability to a cyclone: Damage distribution in Sri Lanka"; Case
Study IV in "Development in Disaster-prone Places" (Lewis, James 1999) IT
Publications. London.
