I suspect that a great many libraries have simply disposed of books such as
the "List of Mines" (and the "List of Quarries" which seems to be even
rarer) as out-of-date reference books and therefore of no possible interest
to anyone. I don't think that they would ever admit this, but, as an
example, I know that Bristol Central Library once had a run of the
"Directory of Directors" dating back to the 19th century, but now only have
copies from 1945 onwards, and nobody knows what's happened to the earlier
ones.
It would probably be a fairly inexpensive project (relatively speaking) to
turn documents like this into pdf files and make them available online, as
all government publicatons over 50 years old are now out of copyright and
the only permissions required would be those of the owners of the documents.
