2005 ANNUAL CONFERENCE OF THE PUBLIC ADMINISTRATION COMMITTEE

"PUBLIC ADMINISTRATION & MANAGEMENT 2005"

NOTTINGHAM 5TH - 7TH SEPTEMBER 2005

CALL FOR STREAMS, PANELS AND PAPERS

The Annual PAC Conference - this year entitled simply "Public
Administration and Management 2005", will take place at the University
of Nottingham on 5-7th Sept 2005.

The main Conference will start at 5pm on Sept 5th but we are hoping to
organise a Doctoral Students during the day on the 5th - a separate Call
for this will be issued shortly.

PAC 2005 will welcome both academic papers presenting research findings
or theoretical developments and presentations on policy developments and
service reforms. All proposals can take the form of: streams around a
theme; single panels; or single papers or presentations (which will be
grouped together as appropriate).

- Streams of papers and presentations on single themes (usually about
6-8 academic papers or presentations) will form the core of the
Conference activities. (Each Stream will run on a single day - either
6th or 7th Sept).

- Panels around a single issue (usually 2-3 papers or presentations) and

- Individual papers and presentations will also be considered.

They will in be linked, in some cases, to a proposed Special Edition of
a relevant academic Journal (the following have already agreed in
principle:- Public Policy and Administration; Public Money & Management;
Int. Jnl. Public Sector Management;  - other Journals are also being
approached). Those developing Streams may wish to consider which Journal
might be appropriate and even have an informal discussion with Journal
Editors). Proposals from/with other Journals will be welcome.

A number of ideas have been floated for Streams already but any ideas
will be considered. Topics so far suggested include: 

International Trends in Public Management Reform (Convenor: David
Falcon, [log in to unmask])

Third Sector and its relationship with Government (Convenor: Alex
Murdoch, [log in to unmask])

The Civil Service After Gershon, Lyons and Hutton; (Convenor: Prof.
Colin Talbot, Nottingham, [log in to unmask])

Modernising Government, (Convenors: Dr. Stephen Cope, Nottingham and
Prof. Steve Savage, Portsmouth: [log in to unmask]))

Risk & Homeland Security (Convenor: Prof. Denis Smith, Liverpool,
[log in to unmask])

Public Value & Performance; (Convenor: Dr Carole Johnson, Nottingham,
[log in to unmask])

Shadow Economy and Public Administration (Convenor: Prof Colin Williams, Leicester, [log in to unmask])

Other informal suggestions, but no firm proposals yet, include:
Developing Public Leaders; Constitutional Reform & Devolution; Beyond
NPM - New Public Service; 
Equality in Public Management; State Building; Evidence Based Policy;
Improving Policy Making; ;

If anyone wants to volunteer to coordinate these or other Streams/Panels
please let us know. Those wishing to propose Streams or Panels or Papers
should write to Sarah Staples [log in to unmask] with a short
proposal setting out the topic and potential contributions.

At the moment there will be space for 12 Streams but this could be
increased if necessary.
