I asked the question of how to contact council members directly to CILIP.
I've had a reply, the gist of which is:
Some Councillors advertise their contact details in their specific
constituencies when it is a Branch or Group - you will find these on a
number of websites. You will also find email addresses for the Presidential
team at:
http://www.cilip.org.uk/aboutcilip/howcilipworks/president/
and that they are actively looking at the role of Councillor in the
committee review process currently underway - this includes defining the
role and looking at the support they need, including how they engage with
their constituents. Council have also agreed that a Members' interest
register will be published on the Member's only part of the website once
that is set up. And as part of the website development it should be possible
to offer those Councillors willing to take it up facilities similar to those
on the Presidential pages, but in the Members only area, or perhaps some
form of central email exchange where members could send messages to
Councillors.
In the meantime Councillors can always be contacted by the 7 Ridgmount
Street address.
I think that this is positive but of course council members could and should
take the initiative themselves to be more accessible.

But here's a few quick comments:
1. Has there been any reply on the feedback/discussion route to CILIP
council members? The policy is ultimately their responsibility, including
things like a policy on response times as well as larger issues. As a
membership organisation, they should be paying attention.
2. Its important to be clear that its them, not the CILIP staff, who deal
with/decide on the policy. Senior CILIP staff should be following the
decisions of Council, and submitting any ideas they have to Council. I dont
know if there is an issue about that. I have worked in several charities,
and this relationship is particularly problematic. But it is key.
3. Its not the staff (particularly those below Bob McKee) who are
responsible for CILIP's policy and how it should be carried out. Unless they
are not carrying out their personal objectives properly (CILIP does have
workplans for its staff, I hope?), specific staff shouldnt be the target of
any negative feedback on such issues. Or lumped in together with the
responsibility for what CILIP is doing and how.
