Can India make a mark in information activities?
Writing in the Asia Times, Kannan Sivaprakasam argues that although India
allowed the Human Genome project to pass by, it can still make a great
contribution to “information driven activities” if there is an organised
and focused public/private partnership.

ICTs to Help Fighting HIV/AIDS
Using ICTs, UNESCO will set up HIV/AIDS information centres for young
people in Mozambique, Tanzania and Bulgaria to improve access to

Lithuanian Library Week Taking Place in April
23-30 April 2004 is National Library Week in Lithuania. Last year,
Lithuanian colleagues successfully used the event to lobby for better
wages. This year they are campaigning for 2% of taxes to be spent on
libraries.

Education for all week 2004 to focus on out-of-school children
This week (19 - 25 April) is Education for All Week 2004, part of the
Global Campaign for Education. This year’s campaign focuses on the
104 million children who have no access to education.

Japan and Poland help Ukraine set up distance learning centres
Japan, Poland and Ukraine are working in partnership to establish a
network of distance learning centres in Ukrainian universities to increase
computer science graduate numbers.

Anti-semitism rises in Europe
Anti-semitic attacks in Europe have significantly increased in the last few
years, including in the UK. Most attacks are perpetrated by "young,
disaffected white Europeans", according to a recent EU report.

Reading Africa
Reading Africa is a new and important promotion campaign for public
libraries organised by SABDET (Southern African Book Development Education
Trust) who work with Book Aid International and the British Council. It is
aimed at widening the readership for African writers.

WORLD SUMMIT ON THE INFORMATION SOCIETY (WSIS)

Three very important documents have been produced as part of the WSIS
process: Declaration of Principles ,Plan of Action and a Civil Society
Declaration Shaping Information Societies for Human Needs. WSIS addresses a
broad range of themes concerning the information society - internet
governance, digital divide, access to information and knowledge,

New EU Portal
The EU has launched a new “Information Society” portal within Europa, the
EU information gateway, which promises to be more user friendly, i.e.
presented thematically and not as a reflection of the EU organisational

Hearings of the ten nominee Commissioners from the Accession Countries
Last week, MEPs questioned and approved the ten new Euro commissioners on
their views, commitment and plans. The hearings ended with formal votes of
approval intended to enhance the EU’s legitimacy.

Dog Owner Loses Library- Cat Lawsuit
A US court ruled that a California public library did not violate a
disabled man’s civil rights when the library cat attacked his guide dog.
Defence lawyer Steve Nelson said “I think our library staff is delighted
that the jury couldn’t find anything to sink its teeth into.” Meow.
