CILIP help with European Projects
As CILIP develops the new Framework of Qualifications, which includes new
regulations, Certification and Revalidation schemes and a revised Body of
Professional Knowledge leading to new proposals for Accreditation,
colleagues considering making a project proposal for the 2005-2006 UK Call
for Proposals for Leonardo da Vinci, the EU’s vocational training
programme, may be interested to know that CILIP staff may be able to help
if your project is under the UK mobility priorities and involves promoting
the transparency of qualifications.
Colleagues in Italy and Germany have expressed an interest in the
Framework, especially in light of the fact that many LIS European HE
institutions will need to make radical changes because of the Bologna
process. The scope of the new Framework and Accreditation procedures is
being seen as a model of good practice which fits the Bologna process
objective to create a European Higher Education Area by 2010.
Whilst CILIP is not resourced to become a full partner itself, as an
accredited professional body, CILIP staff could offer advice and expertise
by discussing the LIS aspects of your Leonardo da Vinci proposal informally
with you and/or providing feedback on your draft proposal in three areas.
Firstly, projects that aim to create “integrated approaches to recognition
and validation” of LIS qualifications (PRIORITY 1 – Valuing Learning).
Secondly, CILIP staff could offer expertise in projects which aim
to “tackle local and sectoral skills shortages” (PRIORITY 2 – New Forms of
Learning and Teaching and Basic Skills in Vocational Education and
Training).
Thirdly, the development of CILIPs Framework for Qualifications
introduces “new approaches to personal lifelong learning guidance, to help
individuals achieve employment and increase their potential for career
progression” (PRIORITY 3 – Guidance and Counselling).
Looking at European programmes more generally, CILIP staff do appreciate
that the complexities of European Union funding and programmes can be off-
putting, especially when you do not have the time (or resource) to spare
for information searches. The Opportunities in Europe section of the CILIP
website should provide a starting point to help you identify possible
sources of funding and key contacts for European programmes
(http://www.cilip.org.uk/advocacy/oppsineurope.html). It also has LIS case
studies. However, it should be noted that advising on EU programmes
generally, is outside CILIP’s remit. For this, specialist advice should be
sought from the UK National Agency for the programme you are interested in.
