You could, of course, go exactly the other way, and set the subscription at
a fixed percentage of salary - say, 0.4%, for example. This is, in fact,
exactly what a few trade unions do. (And moving to a CILIP-style system
with multiple bands was suggested!) The real reason, of course, for
suggesting a flat rate system (with direct debit) was ease of collection
(simply taking it out of members' bank accounts) - nothing to do with
fairness, of course, or even efficiency for that matter.
