Not necessarily. What it will tell is how many members can read: the
proposals have successfully confused two separate issues, the question of
flat-rate versus graduated, and the level of discount for direct debit.
Most people will look at the subscription level for their particular income,
see that Option 1 gives them a lower discounted rate than Option 2 (as it
does for practically everyone!), and vote for that. But unless there is a
significant take-up of the direct debit option the whole exercise will be
pointless. (If everyone takes up the Direct Debit option there will be a
short-term loss of income, but a long-term solution. If everyone pays early
by cheque there will be a short-term loss of income, offset by the cash-flow
advantage, but no long-term solution. If the poor pay by Direct Debit, the
rich pay early by cheque, and those earning between #12,000 and #27,000 pay
late, as usual, we shall be worse off, and scratching our heads for a
solution.)
What was actually needed was a simple proposal to give the Early Bird
discount to those paying by Direct Debit. To those who say that this is not
possible without knowing the member's income, I would simply ask how is it
going to be managed for those earning less than #17,000 (or for everyone
else before 2008)?

That is the point of the postal ballot on the subscription proposal.
If every member of CILIP eligible to vote reads the proposal documentation
carefully and fishes their voting papers out of the most recent copy of the
Gazette, which should have arrived on week ending 6th of November 2004, and
each member marks their voting slip as they see fit, we will all find out.
