I suspect that between ten and fifteen thousand are hiding in Plymouth,
judging by the rather surprise decrease in population. Westminster and
other London boroughs also seemed to have rather smaller populations than
they expected. I'm sure that Mr Blunkett will be far more efficient at
finding these people than those collecting the Census figures!
