The Cochrane library is available via www.thecochranelibrary.com/
(automatically redirects to the Wiley Interscience site, but this is a
more memorable URL!)
According to the "Do I already have access?" section, it is available
free to all residents of England, Wales, Northern Ireland and the
Republic of Ireland. It will also be available to all FE and HE
institutions in Great Britain via their Athens password.
It was working for me by the non-Athens route this morning.
