we have opened port 389 for LDAP, not 2135 as you are trying.
I have a login at NIKHEF and when I try from there
ping lcg-registrar.cern.ch or
[dimou@eomer ~] [2] telnet lcg-registrar.cern.ch 389
Trying 128.142.65.254...
Connected to lcg-registrar.cern.ch.
Escape character is '^]'.
(...)
it seems to be fine.
Peter Gronbech from Oxford reported the same problem last week and he
discovered it was down to the firewall blocking ldap.
