Aha! Your initial proxy must be very short when you expect it to get
renewed within 1300 seconds. Now, there are various lower bounds on
proxy lifetimes and their renewals. I think David Smith encountered
a case in which the renewal was attempted when the renewal daemon on
the RB did no longer (or not yet) have access to the original proxy,
whereby the renewal would fail with the error you reported. This may
have been improved in the latest RB code, but the upshot is that such
problems should not occur if the initial proxy has at least 30 min.
