This is true. The RGMA query has not been reliable. This is why the RGMA
failure does not affect the severity level of the sites. Currently the
RGMA services that GIIS monitor uses are not reliable so the queries fail.
It is most likely a configuration problem. I need to spend more time to fix
this. The error message is also a bit misleading, so I will modify that as
well.

I had meant to comment on this for a while, the gstat monitoring
has said that the R-GMA query has been failing everywhere for weeks
but this has not been the case whenever I've ever actually checked it.
So I conclude the info on this from gstat is not reliable.
