He can do this - But why ? Something fishy here.

No the practice is not so obliged. They are obliged to prescribe soley
as they think fit and with this background I would think that most would
want to interview the patients. Its the same as a consultant recommendation
whether private or NHS.

Sounds like a recipe for disaster, misunderstanding and compounding
whatever was the cause of the disharmony.
