But if (emis) is unable to sell to the gov/NPfIT, then we are the only
consumer left to them, then sure, I would expect to pay the going rate.
However they won't sell to me if too expensive. Therefore a market rate
will eventually apply. If it costs more than I can make because I use it,
then I won't use it. Interesting times.
My second point re "being allowed to play with their toys" is indeed more
critical.
