Is there a safety issue about having _more_ than the minimum lethal quantity
in one place, over and above the issue of having that minimum lethal
quantity?
Reasonably enough, there are other things than the last iota of financial
efficiency to be looked for in a system, and perhaps even measured. Although
that is not an assertion that can easily be supported from studies of NHS
management strategies, AFAICS.
