In spite of being told ++++++++ by many members of this list (and others).
So if they didn't deliberately lie, they are, to be polite, extraordinarily naive,
perhaps even rather dim.
GPs ability to feel their wallets was superbly demonstrated post Clark Day
on 1.4.1990 with targets, Minor surgery and Health Promotion clinics. The current drive
towards points was entirely predicatable - and was predicted, again by many of
us on this list.
But if our prime minister will not resign after misleading the country into war .......
If the home secretary is not be censured for not following "both the word and
_spirit_ of the Ministerial code" (Blair's words) in doing various things ..................
Why on earth should the bulk of GPC resign even though it is obvious,
and was always obvioius, that they recommended a disastrous
contract for both patients and doctors.
How 80% of GPs voted for this is still beyond my comprehension!

My only argument with your post Fay, is that I am not sure
that the GPC actually "negotiated" anything :-) :-) :-)
