The criteria are written by ivory tower academics and blessed by
vote-seeking politicians. Neither have the welfare of the disadvantaged
as their primary concern. Their sop to the GPs who actually have to
look after the disadvantaged is that the targets are not 100% and one
can always use exception codes. Big wow!
Meanwhile the BJGP reports that the 20% increase in the number of
unrestricted GPs between 1985 and 2003 did not lead to a more equal
distribution throughout England and Wales.
