Any rational (and risk adverse) person would agree - but is there any

What evidence there is suggests that there is an epidemic of Bellman's
Syndrome - "and what I say three times is true"
I agree that if patient care is to continue in a system where such care
depends on central records always available, there is a need for local
storage for patient safety.
There are significant resource implications.
Was this included in the contracts?
Would it help if all the PCs (assuming we still have them!) were
incapacitated by a botched windows upgrade?
