Can you reach out from NHS Net to an external POP3 or IMAP servers. i.e are
ports 110/995 and/or 143/993 open to traffic initiated from within NHS Net

The nhs network does not block outgoing SMTP. Therefore if you have an MTA
you merely need to get it to send the mail direct to its destination rather
than through nhs.net
Sooner or later someone will pick up on this as it does make it rather easy
to spam from the nhs, but not yet.
