Is there any chance that social services can merely arrange the repair of
the electricity and gas pilot light without taking
over her life?
Doubt it - but gas and electricity providers might be inclined to do just do
the needed if explained to them as a significant fire/explosion/health risk
for a needy but vulnerable customer.
But it does sound like this lady needs a bit more support than just the
present problems that you are aware of sorting.
