I don't think that assumption can be made. I'd say many people think they
should write formal letters because it's the GMC. Anyhow, people can get
access from all sorts of places (come on Jeff, hasn't he heard of public
libraries?). And it worked, didn't it, thanks to his friends :-)
The website is less likely to get lost than a pile of posted print, you can
get the updated version of stuff, you can browse around and get things you
didn't think of at first. A good first suggestion I'd say. And as one who
pays for the GMC I'm happy for them to make this thier first-line suggestion
to reduce admin, printing and postage costs.

Hm, could be a downside of course, making the rules accessible to
