Before complaining why doesn't she write a letter to her GP (the one who
initiated the repeat Rx and suggest she will need 224 a month if taking max
dose and can he amend her Rx. Either that or authorise them to be repeated
every 12.5 days. Then she needs to ask about obtaining repeat prescriptions.
She could ask if this could be done by post if she sends a sae with her
request and / or request one or more post-dated prescriptions.
If they decline to do anything she could complain to the practice. She is
not absolutely entitled to receive services at a time of her choosing so I
don't think she has a case for breach of contract or unprofessional conduct.
If no improvement she could of course give up and try to join somewhere
else. It's obviously not a remote and rural area with no alternative as she
is getting prescriptions.
