Yes.
Windows 2000 and above will detect a new network and seek the relevant
permissions.
I have a laptop that connects to home. When I am out and about I just
switch on the Wifi and it connects.
I can also just plug it in to the network at Birmingham (NHSIA) and it
gives me limited access to the net.
Connectivity will soon be as available and accepted as mobile phone
signals.
