Don't use Outlook and email for it.
Making a tasklist might be reasonable.
Better to set up a table to which each message is added. This gives you
your templating to whatever extent you wish.
The people handling the messages/tasks/diary entries/recurrent
reminders/automatic alerts that flwo into the table indicate as they do so
what has been done.
This continues to be available in a safe central location, backed up.
You might use Access to set it up.
I would use MySQL, with Apache, PHP and a web browser - probably Mozilla.
