There is a correlation between spammers and phishers and virus writers so
action against any of them is part of the broad front.

Yes. It really needs automating, perhaps as part of SpamAssassin or in a
milter in the Mail Transfer Agent.
At the least, passing on the communication from teh criminal in timely fashion
can do no harm, and at best it may sometimes lead to a quick forwarding and a
visit from a conveniently placed squad.
