I have now received this from the PCT
"Appraisal
PCTs were alerted in HSC 2004/003 “Primary Medical Services Allocations
2004/05” to the allocation of £17m for the appraisal of all GPs working
in GMS practices. The money was allocated separately with a note to say
that “over time the aim is to pay this as part of the global sum”.
PCTs should be advised that the £17m covers both the costs of appraisers
and appraisees and that the intention is to include only the appraisee
funding in the global sum. (See note below for appraisal of locums and
doctors directly employed by PCTs)
PCTs should retain 55% of the appraisal funding in PCT administered
funds to meet the costs of appraisers and, appraisee costs for locums
and those doctors directly employed by PCTs. PCTs will need to agree
precise details of appraisal payments with these doctors on an
individual basis. 1/12 of the remaining 45% should be paid to GMS
practices on a monthly basis as an addition to the global sum payment as
an off-formula adjustment. Where the PCT has funded appraisal costs in
the past and has counted these costs towards the global sum equivalent
there will need to be a further adjustment to ensure that double funding
does not occur.
Further discussion is needed with regard to moving the funding into the
global sum at quarter 2 and information on the process to be followed
will be made available nearer the time.
In addition PCTs should be aware that £13m for the appraisal of
practitioners in PMS was included in the PMS baseline and accordingly
55% of this sum should also be retained in PCT administered funds for
the payment of appraisers.

PMS practitioners need to be aware that they should apply for an uplift
of their baseline by up to £500 PER PRACTITIONER unless they entered PMS
after 1/4/03. GMS practice need to ensure that they have this increase
in line from the PCT, backdated to 1/4/04
