I suppose it often is, but hippocrates had it adequately well sorted out -
don't talk about anything you learn that shouldn't be.
IE one may have total confidentiality in the complete absence of any secure
systems for communicating by _not_ communicating.
There are benefits to communication, yes, but a model where we communicate
when we deem it necessary (push or interaction) is to be replaced by a model
where everything is made available to teh secretary of state and his system
administrator, and then security is relied upon to prevent anyone who should
not get that information from doing so.
That's a hard task...
