Just to let everyone know that there is a happy ending...
Setting WinXP to "System managed size" (with 3 GB swap allocated) and 1 GB
of physical ram enables BET2 to complete the FEEDS test. The peak amount of
memory used was 3754 MB. (I was under the impression that WinXP couldn't
practically access much more that 3 GB of addressable memory, but I guess I
was wrong.)

Does cygwin reside the same partition as XP? Try to let the system
administer the swap space. Alternatively, increase swap to 2 GB.
On my WinXP machine (1.7 Dothan, 1GB physical RAM) this eventually helped.
