organized by Webster University, Geneva under the Auspices of the Government
of Geneva:
HUMANITARIAN ACTION, SECURITY AND THE MILITARY
22-23 April 2004
at the International Conference Center of Geneva,
15, rue Varembé.
As in previous years, conference is held under the auspices of the Government
of the Canton of Geneva, and as every year since 1996 it benefits from the
support and participation of the International Committee of the Red Cross and
the United Nations High Commissioner for Refugees, as well as other
governmental and non-governmental organizations.
The keynote speakers will be Cornelio SOMMARUGA, Former President of the ICRC,
LGen (Ret) Roméo A. DALLAIRE, Former Commander of the United Nations
Peacekeeping troops in Rwanda (by Vidéo link), Pierre KRAEHENBUEHL, Director
of Operations of the ICRC and Hugo SLIM, Chief Scholar, Centre for
Humanitarian Dialogue. There will be more than 20 distinguished speakers from
15 major organizations. The conference will be open both to experts and the
general public.
Since the early 1990s humanitarian action has to take place more and more in
zones of violent conflict. Also, in many of the political and military crises,
civilians are not just incidental victims, but the direct targets of the
violence as was tragically the case in Rwanda ten years ago. Today,
humanitarian workers themselves have become the targets of militant groups. We
all remember the murderous attacks on UN and ICRC staff in Iraq in 2003. The
recent events in Haiti, with the calls for an international force to protect
the local population, also illustrate the actual or potential involvement of
the military in humanitarian crises.
The program will include among other questions: 1. the issue of the safety of
the populations and the role of the military in major humanitarian emergencies
(e.g. Great Lakes region, former Yugoslavia, Afghanistan, Iraq), 2. the of
security of humanitarian workers and the growing threats to humanitarian
action, 3. the legal, moral and political dimension of the role of the
military, and 4. what can be done to assure that humanitarian relief and
protection in the future.
