Not necessarily. There is nothing to stop the employer (or the processor
doing the work on the employer's behalf) transporting batches of payslips
to the workplaces involved.

In the past I've seen (and objected to) badly designed documents where some
of the information was shown on the envelope.

I think it is. Even when the envelope shows nothing more than the name and
aaddress these documents are so widespread that it is obvious what they are
and that they will contain personal data which should remain confidential.
Placing the payslip in an envelope would prevent such identification.
