I've checked, this morning, with a colleague who deals with similar matters
for RCBC. Apparently when we send a number to DVLA we receive details of
the keeper, the vehicle make and the colour. We then check to see if the
vehicle make matches the one involved in the offence and do not go ahead
when there is (as in my case) an obvious mismatch.
As I've said to a couple of people off list, I have no quarrel with the
DVLA. However, I do have a beef with TfL for not checking that the make of
vehicle notified to them by DVLA is the same as the one they have
photographed - that, I think, is where the inadequacy creeps in.
