I see no difficulty with asking these questions at all. It is what you do
with the answers that is important.
First, define the purpose for which you are going to process this data.
Decide if it is fair, lawful, not excessive etc. And to be fair it probably
is fine.
Then know that the data subject whose data you now hold MUST be told at the
first practical opportunity that you hold their data, and the purpose for
which you will process it, PLUS the right to correct it, and to have it
deleted etc.
If you do not perform these steps then IMO you are ipso facto outside the
law. By performing them you may decide either not to ask for the data, or
that you have correct justification in asking for and holding the data.
The thing about data is that the same detailed record, processed for one
purpose may not lawfully be processed for another purpose without the
informed consent of the data subject (unless other laws take priority)

Subject: [data-protection] CRM - questions about previous tenants
Dear All
A service user phones to change their address for their council tax account
to begin/end. If we were to ask the following questions on our CRM script,
would there be any DP implications? Any opinions gratefully received.
1. Who moved in to your old house?
2. Who moved out of your new house?
Thank you,
Annelisa Foster
