On-line services: EU ratifies Council of Europe Convention on notifying new
national rules (23/03/2004)
The European Commission has welcomed the signature and the conclusion on
22nd March by the Irish Presidency, on behalf of the EU, of Council of
Europe Convention 180, establishing an international mechanism for the prior
notification of national rules on online services, so that regulations
adopted in one country do not affect services in others without
consultation. This mechanism is based on the EU system of legislative
transparency introduced by the 'Notifications' Directive 98/34/EC. The
Convention's aim is to enhance the transparency and coherence of national
rules on information society services as far as possible, since these
services are by definition often provided across borders. The Commission
proposed in July 2003 that the EU should sign the Convention.

Commission launches a consultation on the interoperability of digital
interactive television services (23/03/2004)
On 18 March the European Commission launched a wide-ranging public
consultation on the interoperability of interactive television services.
This consultation seeks written views on a working paper prepared by staff
of the Information Society DG. A public hearing will take place in Brussels
on April 20th. Full details of the consultation and a copy of the working
paper itself are available on the website.

contributes in the most direct way to the definition of the Information
Society work programme for the years 2005 and 2006.

International Conference on ICT Solutions for Mediterranean SMEs
Barcelona, Spain
Within the framework of the European Union's MEDA Programme and the EUMEDIS
initiative, the project "ICT Solutions for Mediterranean SMEs" is organising
an International Conference on ICT Solutions for Mediterranean SMEs with the
aim of discussing the current situation of the Small and Medium sized
Enterprises of the Mediterranean region within the Information Society. The
programme will include workshops, panels of experts and plenary sessions.
The discussions will focus on 4 main areas : e-SMEs, e-SKILLS, NET e-conomy
and R+D within SMEs.
