Kok report calls for more determined political action to
revitalise Lisbon strategy (9 November 2004)
Wim Kok, former Prime Minister of The Netherlands presented the report of the High Level Group on the Lisbon strategy that he has chaired. The report, entitled "Facing the Challenge", concludes that the disappointing delivery of the strategy has been due primarily to a lack of determined political action. The agenda has been overloaded, coordination has been poor and there have been conflicting priorities. Facing the Challenge calls for determined action to be taken urgently across five key policy areas. For the knowledge society, the report formulates some key recommendations to increase Europe?s attractiveness for researchers and scientists, to make R & D a top priority and to promote the use of information
and communication technologies.

Member States met eEurope Advisory Group Experts to
exchange views on the post-eEurope Agenda (9 November 2004)
Following the same format as last May, the eEurope Advisory Group met on the 21st and 22nd of October in order to achieve two main objectives: to report on work being done within the Expert Section and to have a wide discussion with the Member States on the main issues raised in the preparation of the post-eEurope Agenda. A joint meeting of both sections gave Member States the opportunity to hear the results of reflections on the future challenges for the next five years. This work will contribute to the Commission Communication on the challenges for the European Information Society beyond 2005, planned for adoption in mid-November. Member States expressed great interest in this meeting. For the Experts, the session was also devoted to adopting an Interim report on e-inclusion (the final one will be delivered next March) and to discussing the final report of the High Level Group on Digital Rights Management set up by the European Commission. The Member States also met separately. The meeting was dedicated to an overall view and discussion of the main events and issues addressed by the Commission's Information Society Directorate General and to a focus on new policy issues such as Mobile Payment.

New factsheets on the Information Society published (9 November 2004)
A number of new factsheets on the Information Society have been published. These cover topics such as the Information Society Policy Link initiative, an IST Research overview and the International dimension of the EU's Information Society initiatives. The factsheets are short, non-technical presentations of both EU Information Society policies and programmes.

Global IP Business Exchange 2004

The Japanese Promotion Council of Japan is holding the "Global IP Business Exchange 2004" event in central Tokyo, Japan from 16-18 November. This tradeshow includes a conference and exhibition on real business based on the next generation internet including IPv6. The EC will be helping support the event by providing speakers from the European IPv6 Task Force.

Sixth European e-Business Support Network (eBSN) workshop
Rome (Italy)
The sixth eBSN workshop will present successful SME support mechanisms already up and running in a number of different Member States and regions. It will include practical demonstrations of working with ICT suppliers to improve e-business solutions for SMEs and demonstrations of identifying appropriate solutions. Examples from Canada and South Korea will be presented and discussed. The workshop will be of particular interest to government experts and representatives of business associations involved in specific actions of this type.

High level European workshop on good public national and
regional policies in support of the competitiveness of the
ICT sector in the EU
Brussels, Belgium
The benchmarking initiative on national and regional policies to stimulate the competitiveness of the ICT sector, launched by the European Commission in January 2004 is reaching to an end. The draft final report will be published on 29 October 2004 and will present a number of good government practices in stimulating the competitiveness of the ICT sector. In view of the completion of this study, a high-level European Workshop is organised. The objective of this workshop is to present the findings of the study, examples of good policies and critical factors for success and further discuss future measures to stimulate the competitiveness of the ICT sector.The report will be finalised after the workshop, reflecting the workshop's results.

Technology-enhanced learning information day

The next call for proposals for research projects in technology-enhanced learning will be launched mid November 2004. The call will cover strategic ojectives defined in the up-dated version of the IST work programme for 2005-2006. In the field technology-enhanced learning, focus of research will be on exploring interactions between the learning of the individual and that of the organisation, and on contributing to new understandings of the learning processes by exploring links between human learning, cognition and technologies. Potential proposers can attend this information day. It aims at building consensus on trends and challenges in future research on technology-enhanced learning, at developing better understanding of the FP6 instruments, sharing ideas and experiences, and helping to find partners for project consortia. Registration is free of charge.
