Lower case road signs (in particular street names) are less easy to read
when the height of the capitals of each are the same size. That is because
the height of lower-case letters is about one-third of the height
of capitals (except letters having extenders such as "h", "j", etc,
which are about two-thirds of the height of upper-case letters.)
Not everyone has 20/20 vision (I read somewhere that 60% of
the population does not have 20/20 vision).
Under adverse conditions (e.g., night, and raining, or both)
upper case signs are far easier to read than lower-case signs of
the same height.
