I asked this last year and there was not an option then and as far as I
know there is not now.
At least the user does not have to remember is 1 is good or bad!

There's no Likert Scale question type in Blackboard, so the best way to
do
it is the way you mention using Multiple Choice.

I am in the process of creating a questionnaire in Blackboard for all
staff of our college regarding the Learning Resource Centre.
I have compiled most of the questionnaire with ease through the survey
manager, however, I am having problems trying to create a question which
requires the rating of services, eg. How do you rate the book stock? (1
= excellent, 5 = poor).
Any ideas?
