I am currently appraising the records of Whitstable Urban District Coucil up to 1974. I have come across some files which show that the Council was borrowing money from private individuals, mainly from people living in the Whitstable area or in London. Can anybody tell me whether this was standard pratice or whether Whitstable was unusual in financing itself from its electorate?
