I have written some neural network software called Tiberius that was
specifically designed for time series problems. It can be found at,

There are several features including an automatic generation of lagged and
running average inputs. Errors can also be lagged or averaged so that
patterns in error frequencies can be spotted. There is also a 'find'
function that will search for turning points (try this with then sine-wave
or heaveside demo files)
