Appointment of
an Honorary Officer for the Statistics User Community
The activities of the Society are divided into a number of theme areas - for example: publications; conferences and meetings; membership services. Each theme is led by a Theme Director who is an Honorary Officer - a volunteer appointed by Council - and a Theme Manager who is a member of the Society's permanent staff allocated by the Director General.
For each theme, the Honorary Officer in conjunction with the Theme Manager is responsible on an on-going basis for:
· Taking a strategic overview of the theme, advising and reporting to Council as appropriate;
· Formulating a business plan for the theme, to form part of the overall business plan of the Society;
· Establishing and maintaining support and consultation structures to provide information, advice and assistance in implementation of policy;
· Implementing the agreed business plan;
· Evaluating the effectiveness of the Society's work in the theme area.
The Society meets all reasonable expenses actually incurred by Honorary Officers in undertaking voluntary duties for the Society. However, no honoraria are paid by the Society, nor are employers of Fellows recompensed for time devoted by the latter to voluntary Society duties.
In January 2004, the Society's Council created a new theme - the statistics user community. Council is now seeking to identify an Honorary Officer to act as Theme Director for this theme. The Society operates a transparent process to identify honorary officers. It establishes a search committee which is responsible for drawing up a job description, publicising the vacancy, receiving applications and nominations, researching these and making a recommendation to Council. A search committee for the honorary officer for the statistics user community has been established with the following membership:

Deana Leadbeter (Member of the Health Statistics User Group)

The Search Committee now seeks applications from and nominations of Fellows for consideration as the Honorary Officer for the Statistics User Theme.
The Committee will welcome applications direct from people interested in filling this post. The Committee will also welcome suggestions from others of Fellows who have the qualities and experience to fill this position. There is no necessity to gain the permission of the person being suggested before putting forward their name. The Committee will in due course approach the person they are minded to nominate before putting forward his/ her name to Council.
It would be helpful if any application or suggestion could be accompanied by useful details such as a CV, current involvement with the statistics user community, reasons why the person is well-suited to the task etc.

Job description
A description is attached of the structure being established by the Society to support the statistics user community. This document includes inter alia details of the role of the Honorary Officer. In summary, the Honorary Officer will:
· Chair, lead and coordinate the work of the Statistics User Forum and the Statistics User Executive Committee.
· Act as the major interface between the Statistics User Forum and external bodies including the Government, the Statistics Commission, the GSS & the ONS, and the media.
· Act as Theme Director for the statistics user theme which will entail, in conjunction with the Theme Manager:
* Taking a strategic overview of the theme, advising and reporting to Council as appropriate;
* Formulating a business plan for the theme, to form part of the overall business plan of the Society;
* Establishing and maintaining support and consultation structures to provide information, advice and assistance in implementation of policy;
* Implementing the agreed business plan;
* Evaluating the effectiveness of the Society's work in the theme area.
· Promote the involvement of the Society with the user community.
If not a member of Council, the Honorary Officer will be invited to attend all meetings of Council. (There is a bye-law change pending which will permit the full cooption to membership of Council of Honorary Officers who are not currently full members.) The Honorary Officer will also be a member of the Society's Executive Committee.
