I believe the rules allow students who are repeating part time on a full
time course on a temporary basis are entitled to exemption as they are still
counted as full time students. You might like to check with your local
council tax office

Provided the student is attending Full Time then they are entitled to

Colleagues
Can anybody clarify whether students who were full-time but are repeating
part of their course because of failure, are entitled to a Council Tax
exemption certificate for the academic year they are repeating?
Thanks
