Surely there should be some means for ALL visitors to the school to access
the reception during school time......
If the car park gates are normally kept locked and visitors are not
permitted access to the car park during lesson time, then a bell or intercom
should be installed at the gate so that visitors who are unable to walk to
the main entrance can request entry.
If (as is the case in some of our schools) there is an accessible parking
space in the school car park close to the school entrance for visitor use,
then in theory a parent might be allowed to use it on a regular basis but
under close supervision and at times when it is safe to do so. (again, this
space must be accessible at all times when the school is open and so if the
gates are normally kept locked then a bell as described above should be
provided to allow access to the space).
Primary/infant school entrances are normally controlled by a coded lock or a
lock of some description and so ALL visitors have to request entry. Why not
make the bell at the gate the main call point in addition to any bell push
at the door.
I think that this aspect of the school service (visitors) is covered by Part
3 and reasonable provision should be made in the same way that visiting
parents, grandparents etc. would be covered when attending school concerts,
parents evenings etc.

Hi John,
No, Part III would not apply to education. Part IV (Education) would, but
unfortunately only post 16 establishments are covered for physical access.
Under 16 establishments only have to make their curriculum accessible.
Why are the two parties so far apart? If they could only agree to
compromise it would make things so much easier.

Can the education of a child not be considered as a service to the parent
and thus come under part 3? If so the school would have a duty to remove
physical barriers and make changes in policies and procedures.
This problem is somehow dragging me into it as an arbitrator?
