A Draft Disability Discrimination Bill was published on 3 December 2003. It
was published, as a draft for comment. (deadline for comment was I think
February). This included the private clubs proposal, along with transport
proposals (removing exemption of transport operators from DDA); an extension
of the DDA 1995 to all public functions - currently many key functions such
as planning and highways are not properly subject to anti-discrimination
duties; a positive duty on the public sector to promote disability equality
- mirroring existing duties to promote race equality; Letting of premises -
new rights to reasonable adjustments for those in rented accommodation - for
example, landlords might need to waive terms in a contract to allow a
disabled person to keep an assistance dog; and changes to disability
included under Act, and other proposals.
Re private clubs - I am aware some responses from disability organisations
have questioned the 25 cut off.
The Draft Bill was considered by a parliamentary scrutiny committee up to
April. Then the race is on to ensure the Bill proper is introduced at the
earliest opportunity. There are fears that, if left too late, legislation
could be jeopardized by an early general election.

Hi all
Saw an article in The times on April 30th, full copy attached to this
e-mail, that talked about changes to bring in private clubs with over 25
members into the DDA. Anyone know what the process/deadlines for this
are, the article says "ministers are proposing" Does this mean it is
just a thought, or more formalised and going through Parliament?
