Who at your Authority provides copies to the public when they request them?
If it is anything like my Authority it is the Planning Dept. Not really had
a situation where the developer provides copies to consultees.

Hi All
I have an interesting issue developing locally.
My council is dealing with two huge planning applications
for on-shore
windfarms.... nearly 400 turbines each 140metres tall.
A sight impaired gentlemen has objected and requested that a
holding notice
be granted on the grounds that he cannot view the
application and in
particular the supporting environmental statements because
they are not
available in a suitable large print format.
My question is who do you think is responsible for providing
the large print
copies.... the local authority planning department? or the
developer?
