Living Streets produce a book on DIY community street audits, I think it's
about £10 and available from their web site (www.livingstreets.org.uk). Its
pretty straight forward concerning how to organise and conduct a street
audit, but does not consider disabilities in any great depth.
Please do not hesitate to contact me if you would like more details.
