The RNIB and DfT recommend that a tactile surface should be provided
wherever a person with a vision impairment might inadvertantly stray into a
traffic area from a pedestrian area. I understand that this includes school
entrances.
If the footpath crossing to, say, a garage forecourt or driveway to a
shopping centre, has a 25mm step at the 'flush' kerb, the tactile surface
may still be considered along its length if the entrance is heavily used by
vehicles.
In Pembrokeshire we always use the appropriate blister surface when flush
kerbs are installed, even for a single footpath access when there is no
corresponding footpath or flush kerb on the opposite side of the road. We
do not install blister paving for a footpath crossing for a driveway when
the 'flush' kerb has a 25mm step although we do sometimes consider it in the
circumstances mentioned above for heavily trafficked areas.
