If the facility is serviced by a RADAR key and the charge is a one-off
charge for the key itself I would not have any problem with this. RADAR
keys are usually available at a cost of around £2-3 for admin and has always
been the case. If, however, the facility is charging for the loan of a
non-RADAR key, or for the use of the WC, then the disabled person could
possibly have grounds for discrimination.

It was an informal case, where Alun Thomas of the Disability Rights
Commission implemented the conciliation service to address the issues after
disabled people complained. There was no lock originally, management of the
venue changed and lock appeared, nobody could justify the change (this
applies to any external lock on a wc not just RADAR).
It was the influence of disabled people and their specific organisations
(shows what affect they can have with regard to 'reasonable' adjustments,
what is acceptable and what isn't).
It was seen as an unequal service, and not acceptable to disabled users,
The use of locks on wc doors in 'managed' buildings needs to be justified.

Useful information regarding Radar Lock at Swansea! (a president has been
set)
Due to a lock being put on an accessible wc door at a well used conference
facility, the DRC took the decision to stop using it as a venue. The
facility could not justify why the lock was implemented and disabled people
complained, (especially when staff could not be found to request the key).
It was a RADAR lock but was seen as unacceptable as none were on the
male/female. The venue has now agreed to remove the lock after
consultation with the DRC so the venue is now back on the 'approved' list
for this area.
Again, conflicting practice, 'the case shows a RADAR lock is acceptable'.
There still needs to be a RADAR key available for customers/visitors, (not
all disabled people have one). The main problem is staff don't always know
where it is, or its been lost!
