I do not think much of the proposal having come across similar arrangements
in the past. It is likely to be used once and then stored away never to be
seen again.
So the arts centre will not be employing any one who needs to use the ramped
entrance, nor will disabled people be visiting while deliveries take place,
will this form part of the emergency evacuation route for disabled people?
if so there could be a problem.
also I don't know the design or dimensions of your ramped access, but does
it provide for the unloading of the vehicles on a level section, ramps can
be very hazardous during unloading especially when wheeled trolleys and
trucks are used as is common in arts and theatrical centres.
