The blister tactile surface should be used when a kerb is dropped (or carriage raised) so that the pavement and road are flush. It provides a warning to visually impaired people that they may inadvertently leave the pavement for the road. For further information see the Guidance on Tactile Paving produced by DfT (then DETR). This guidance advises on the use at controlled and uncontrolled crossings, colour to be used, and the amount of warning surface to be used depending on the position - inline so that people approach walking quickly or offset.

Personally, I would never consider not having tactile warning surfaces
on
any controlled or uncontrolled crossing point. By their very nature
they
are installed to allow pedestrians (including school children) to cross
safely. If anyone with a vision impairment uses such facilities and
they
are not equiped with tactile warning surfaces, then they cannot be
considered 'safe'. While my Authority does not exactly have a policy on
this, it is understood that the surfaces would be installed.
