Regarding why there is more ankle dorsiflexion when the knee is flexed.
Two main reasons:
1. when you flex the knee you bring the muscles origin and insertions
togthere and thus one has more 'slack' to play with and thus there is more
dorsiflexion available.
2. Another very important reason is that the strongest extender of the
knee is the gastroc/soleus complex. Thus by flexing the knee you have
turned off some of the muscles 'other activities' and thus the muscle is
more relaxed as seen by increased lenght via increased dorsiflexion.
